Attorney General Rules on 1957 Ag Tax Law
In a far reaching opinion, Attorney General Evan Hultman holds that county boards of education can attach school rates, not maintaining a 12 grade system, since the agricultural land tax credit has not been paid in full. The 1957 legislature aimed to have all areas in districts with 12 grades by July 1, 1962 if credits were paid in full in a prior year. Hultman says the unpaid credit since 1957 makes the statute unenforceable, slowing district reorganizations. The 1961 legislature appropriated 11,250,000 yearly for ag land tax credits, totaling about 39.68 percent of payments. The credit reduces farm land school taxes, targeting no more than 15 mills. A proposed Memorial Union addition at the State University, to cost 46 million, would add 110 guest rooms and dining/conference facilities. The Iowa hotel, motel and restaurant association sought to block the project, with continued coverage on page 8.
