Iowa State College economist I W Arthur outlines why tenants often hesitate to fund farm improvements. Uncertainty about staying, lack of payment for unused value, and risk of others profiting from their work deter investment. Landlords and tenants now share plans like limestone and fertilizer plus labor, with materials provided by the landlord and the tenant supplying labor. County extension directors and ISU Extension Service provide lease forms and guidance.
