Edmonds Port Commission reversed a decade of restriction and voted 2 to 1 to open port moorage to anyone. President Roger Stubbs and Commissioner John Dodge supported ending the rule, while Harold Bucklin opposed. The shift follows earlier conflict with the U S Army Corps of Engineers over breakwater repairs and port district residency questions.
