Mothers push for tougher child support enforcement
A Census Bureau report shows 8.4 million women with minor children had absent fathers. 4 million had legal support orders, less than half received full payment while 28 percent got nothing. Andrea Welch, divorced with three sons, fights for steady child support and joins others seeking stronger enforcement, including a planned advocacy group led by Welch and Flavia Norheim to press for changes and education. The Office of Support Enforcement acts as a collection agency, charging a 10 percent fee and pursuing wage garnishment, real estate liens, and tax refund seizures where possible.
