Grand Jury Reports Durham Lock-Up Shocking Condition
The grand jury report presented to the Superior Court last Saturday criticizes the city jail as a disgrace, urging the city government to overhaul conditions to at least match the county jail. Mayor Paul C. Graham responded in court, defending the lock-up and explaining parts of the findings while committee reports note good and bad conditions across offices, jail, and city government.
