State Controlled Federal Vote Plan For Army Proposed
The administration proposed a state controlled Federal ballot bill to resolve Congressional stalemate on military voting. Rep Worley offered to swap away federal waivers of poll tax payments and local registration for a general distribution of a uniform Federal absentee ballot to overseas service members and their spouses. Rep Rankin defended state control and warned ballots not counted in a state would be pointless. Conferees continued discussions into the second week, considering a general distribution of a Federal ballot for President, Vice President, and Congress to service members and women regardless of requests. The plan remains under negotiation.
