Taxpayers face 1944 form mixup on retroactive rates
Congress retroactively raised 1944 income tax but did not update estimate forms. Most taxpayers must file using the 1944 Form 140 ZS by January 15, risking underestimates if using outdated forms. If underpay exceeds 20 percent penalties may apply, though some leniency may occur if error stems from the old form. Citizens may also prepare a personal estimate on a 1944 Form 1040 for planning.
