Social Security plan details tax structure and costs
The bill would tax payrolls for old age annuities and unemployment. Contributory annuity tax starts at 2 percent in 1927 and rises to 6 percent by 1949, split between employee and employer. Unemployment tax begins at 1 percent in 1936, rising to 3 percent by 1938, all paid by employers. Estimates project rising annual tax costs, with administration funded post-1949.
