Cheney takes Air Force chief to task at Pentagon news conference
Defense Secretary Dick Cheney criticized Air Force Chief of Staff Gen. Larry Welch for negotiating with Congress on the MX and Midgetman missiles, saying it was inappropriate for a uniformed officer to lobby lawmakers. Cheney, at his first Pentagon briefing, said he would discuss the matter with Welch and indicated the decision on missiles would come in weeks. He pushed for zero defense spending growth in 1990, a 1 percent rise in 1991 and 1992, and a 2 percent rise in 1993, and signaled willingness to cut forces or cancel major systems to save money while maintaining capable forces. He pledged to urge Congress to lift bans on testing or developing anti-satellite weapons.
