Willis Rowland served as a scout for General Miles in 1879. He tracked Sioux activity near Billings and the Little Missouri, helped recover a stage driver’s body, and found money and beaded moccasins. Rowland buried two pipes and encountered a hostile exchange with a lieutenant, then carried dispatches to Fort Keogh.
