Vienna report states Col. Schneider the former Austrian military attaché at Paris is dead. He was long connected with the Dreyfus case and, it is believed, fought a duel around October 15 with Capt Cuignuet after the Rennes court martial statements.
In the United States Circuit Court at New York Judge Lacombe dismissed the writer habeas corpus in the case of former Captain Qherlin AL. Carter, who is imprisoned for conspiracy to defraud the Government in contracts. The lengthy opinion upholds the outlines of the court martial.
Dispatch from Sioux Falls South Dakota reports Sioux tribes resist a government policy on distribution of funds and supplies. The agencies Stasebud and Pine Hides confirm unsettled mood with talk of renewed opposition if the policy continues.

Revenue Cutter Corwin arrives in Seattle with survivors from the steamship Laurada after it wrecked in Zapadine Bay near St. George Island. October crop returns support the favorable outlook with lending exports up 23 percent from September. Wheat shipments total 5,205,034 bushels for the week, up from last week and above the prior year. corn exports reach 3,836,793 bushels, versus last week and a year ago.
St Paul iron molders union members began a strike seeking a revised and higher wage schedule. The union reports about 150 members and around forty apprentices. Key plants affected include Minnesota Minheadle Tran Company at Jenvel Park, St Paul foundry, and the Holst and Derrick Company, with railway shops also involved.
A trolley car loaded with passengers collided with an excursion train near Dallas fairgrounds, injuring nearly half the forty nine aboard. A historic blaze in Knightstown Indiana killed three volunteer firefighters Truman Rhodes Charles Scutter and Fon Davey as the front wall collapsed trapping them. The Masonic Temple and multiple stores including E Q Anderson Green Bros and Davey Bros were destroyed in the 100000 plus loss. Officials believe the fire started from a natural gas explosion.

In Wilson Louisiana an angry mob hanged J L Smith a white former resident and cattle thief gang leader after overpowering the town marshal. A telegram warned of an attack by Smith and nine associates prompting swift mob action. The lynching is described as one of the calmest in the state.
The Bureau of Navigation reports foreign governments spent 26,063,688 annually on merchant shipping. The United States paid 1,038,141 to American vessels for the year ending June 30, 1898.
