Statewide reform program outlined for tax relief and modernization
A plan calls for immediate sales tax cuts and exemptions on essentials, a 10 percent income tax cut with eventual elimination, and modern budgeting plus reorganization to curb waste. It proposes cheaper dual highways, billboard control, stricter vehicle inspection, and fewer roadside hazards. It supports a mental hospital reform program, anti-Communist stance, home rule, and improved education with teacher pay and state aid to cities. It also favors labor representation on state bodies, expanded roles for women, court clerks consolidation, a constitutional convention if voters desire, fair city-legislature representation, a veteran bonus referendum, real estate assessment review, permanent voter registration reform, statewide access to Maryland commodities for employment, and other governance reforms.
