Maryland Tax Abatement For Railroad and Coal Company
The act authorizes the Comptroller to abate state tax on cross receipts of the Cumberland and Pennsylvania Railroad for 1877 by an amount equal to the tax value mistakenly included in Consolidation Coal Company stock valuation. It directs the Treasurer to accept net tax payment and to deduct railroad asset valuation in 1878 shares, contingent on continued gross receipts tax payment. The act takes effect upon passage, signed by Governor Carroll with state officials certifying.

A Maryland act repealing and re enacting provisions of the Fish and Fisheries law bans fishing with hauling seines in Chesapeake Bay and its tributaries from June to September north of a line from Turkey Point light to Spesathe Island. Maryland General Assembly Legalizes Revised Code
An 1878 act legalizes the Revised Code of Public General Laws of Maryland prepared by Mayer Fisher and Cross. The Librarian is authorized to subscribe to six hundred copies at up to ten dollars each, with judges certifying the codification as faithful. State Librarian distributes copies. rest are deposited for state use. Signed by Speaker Hoblitzell and approved March 29, 1878.

Repeal and reenactment of managers for House of Refuge
The General Assembly of Maryland repeals Section one of the 1853 act establishing a House of Refuge for Juvenile Delinquents and reenacts it to change the number of managers to fifteen. Five are to be appointed by the Governor with Senate consent, five elected by the association members, and five appointed by Baltimore City Mayor and Council under the December session act terms.
