It contends City residents drive more on state highways and farmers on state roads, urging a 4 cent gas tax and proportional funding to main state highways, county roads, land service roads, and city streets. It criticizes current splits favoring Baltimore City and counties, warning reforms must focus on road improvement rather than political gain.
