Federalsburg native John Russell Payne has been appointed a warrant officer first class in the Army and assigned to a Field Artillery Battalion at Camp Van Dorn Mississippi. He was inducted September 38 1941 in Baltimore Maryland. He is the son of Mrs Ida Payne of Federalsburg and is married to Eloise Chipman of Harrington Delaware.
