Matters of Record on REA co op Privileges and Tax Burdens

Critics say Rural Electrification Administration cooperatives face bias against private utilities. Private firms pay around 25 percent of gross revenues in taxes while co ops pay about 3 percent. Private borrowers pay market rates, 4 to 5 percent, whereas co ops borrow from the government at 2 percent, with government funding costs above 4 percent. Most admin services for co ops are provided by the REA at no charge. The movement is taxpayer funded and reduces private tax revenues.
