A grave question for the people of Defiance county to Settle. Who will Thuy choose As their next commissioner at the election next week. Numberless charges showing Why Clemmer to should not be thought of for a moment. He lacks capacity he is not True to the people he is not True to himself. A resume of charges made by democrats. That Illume Ria official career Walter s. Tomlinson the chosen one of the people to Lead Battle against Clemmer. Read and grow Wise read and reflect read and then act for right and Case left with the people before another week Rolls around the Campaign in Ohio will have ended. One of the most important questions before the people of Defiance county regardless of party affiliations will also have been settled the election of a county commissioner. Much has been said by the people Why there should be a change in the Board the gravest reasons have been Given by leading democrats Why or. F. should not be re elected. It is charged that in his Intercourse with the people he has been arrogant if not abusive that he has antagonized individual interests in putting through ditches &c., in a manner totally uncalled for that he has in numberless instances Over Rode the most sacred rights of the people just As if such a thing As right and Justice did not exist that he has All during his term of office distinguished himself by giving to favorite contractors the Best jobs in the county that he has let some jobs at a figure in Advance of what Tho work was actually Worth and that he has done this without advertising the work and that too when some of the Best men in the county were waiting to put in bids that he has advertised for bids and then refused to give the contract to the lowest responsible bidder not even offering any explanation of his conduct that he has Over drawn the Road fund in his own township while the people in the townships which have suffered by reason of their Road funds being expended in some other Section of the county have been abused every time they dared to bring the subject up that As the ruling spirit in the Board he is responsible for the extravagant and uncalled for waste of the Peoples Money that has distinguished the administration of the Board since his connection with it and that his incapacity and prodigality Are not Only alarming but a parallel in the history of the county and plainly show the necessity of All Good citizens laying aside their political differences and uniting in one supreme Effort to purge Community of the evil. That is an unusually severe arraignment of a Public officer but when it is made by the members of a party that has elected him All political sign5 seance is eliminated from the canvass in which he is interested. That or. Clemmer and his friends feared the Wrath of a justly indignant people is shown in the Way they held off the county convention. They did not want a Long Campaign and they were not sure they could nominate or. Clemmer when the time come. Hence they made the Campaign Short so his full record could not be Given to the Public and so they would have More time to whip in enough democrats to re nominate him. In the delegation from his own township their were Only thirteen men favourable to him less than half the delegation which shows How woefully weak he was it Home. It is said that a majority of the delegates in the convention were against him but that they did not know this until after the vote was cast Many supporting him because they thought he would be nominated any How and not learning that they had him knocked out if they had pulled together until after the convention. But that is immaterial now and is Only referred to that it May be plainly understood by what a slender thread or. Clemmer was held up in that convention. As i stated last week mrs Clemmer believes he will be Defeated. Tho fact that he has left the county and has taken no part in the canvass shows that. His friends knew that when the democrats in the county opened up on him he would lose his head and begin to turn things Over from soda to hoc. They knew that would make bad work because the democrats Are not in the right kind of humor this fall to be cursed by any one least of All by one of the commissioners. So he was sent away. Before or. Clemmer started on his travels however it is said he entered into an agreement whereby he hoped to off set some of the democratic votes he expected to lose by gaining some be publicans. The plan was this if the people along a certain Road would insure him a certain number of Republican votes then that Road would be Gravelled if to was re elected. Just How Many such promises were made throughout the county is cot known. But this one Case is sufficient to show How it is sought to defeat the will of the people who give Many and legitimate reasons Why he should be retired. Again it is said the sympathy Racket is to be worked in Hopes of gaining some Republican votes the claim being made that or. Clemmer has been abused by his own party. Frank Clemmer May be the Best fellow in the world socially but the questions involved in this controversy Are away above and beyond anything of that kind. They Lead straight into the pocket of every tax payer in the county and no sensible Man will be deceived by any such cry. Now Here is a letter from one of the Best known democrats in Farmer township i wish to say to the people of Defiance county that at the close or or. Strum s term of service and for the year four Wink l was supervisor in District no. I Farmer township. The people i Viii on the Road running through the Center of my Road District pledged the commissioners of Defiance county that if they would give us the amount due our District we would donate Over $600 and prepare the Road bed to their satisfaction and would give Bonds to that effect. They accepted the proposition and Gravelled a Miles of the Road. This took Tho Road through or. Crary a and Tomlinson a farm. Crary graded his half mile and paid his $60. Tomlinson graded his mile and paid his $150. Others of smaller amounts not getting so much Benefit paid theirs. We were told to get the other mile ready for gravel and they would fill their part of the contract. So we did so and stood ready to pay our $250 As soon As the last mile was completed so that we at this end of the Road could get the Benefit. What did the commissioners do after we had our Road graded ready to put on the gravel i will answer this question and let or. Clemmer answer theirs. They did nothing and never come near us. Why did you As soon As you had the management of affairs in our township go Back on your word Why did you have the Road a mile West of us Gravelled without being graded when you had promised us the gravel and we had our Road already graded was it because the people on our Road were mostly republicans and democrats without influence. Did not Tho people of the township meet at the town House and demand that each District have its share of the Road fund then Why did you not give us ours and our Road would have been completed Why did you leave or. Karst to watch the Delaware Bend Bridge and bring Miller with you when you come to sell jobs in our township were you afraid or. Karst would go Back on your schemes do you expect us to scratch like the Devil to get our roads Gravelled and not scratch at the election if you do you Are going to be fooled on the democrats a without yours truly a. Bee Bowee. Is there any abuse in that it is a Plain statement of facts and has embodied in it a number of questions that Are leading. Or. Beerbower is a responsible Man and his questions Are of such a nature that no member of the Board could afford to ignore them. The imputation is that or. Clemmer is untruthful and that he has been into schemes that or. Karst would not stand by. Now that it has been intimated that or. Clemmer is a schemer let us look into the subject a Little. The grading of what was known As the Edgerton Road in Milford township was to be sold. A notice of the Sale was posted near the Mouth of lost Creek in Mark township it is claimed but As the Mouth of that Creek has never been definitely located it will probably never be known just where the notice was . Not a single notice was posted in Milford township. There were several persons who wanted to bid on the Job but they never had a Chance. One Day Clemmer and Miller appeared on the Road. There was a single contractor present. Borne boys in the neighbourhood joined the crowd and reported the proceedings of the session. A How much do i hear for this Job a a i will Takejo at sixty said the Only contractor present. Then or. Clemmer and or. Miller held a Star chamber session at the Side of the Road. Presently they came Back and asked a who will do this Job at fifty cents a a i will a said the contractor. During this Sale or. Karst was keeping watch Over the Delaware Bend Bridge. It is Given upon the word of some of the Best democrats in Milford township that when this grading was done that in some places the grass was not even Cut out of the ditches. One gentleman said he could have taken his shovel and made from 81.50 to 83.00 pm Day at the same rate and not have worked hard either. There were plenty of men who would have taken the Job at thirty five cents but the trouble seems to have been that there was Only one contractor in Defiance county who knew where the Mouth of lost Creek was. Or. Clemmer when reproached for doing business in that Way said a by god we do not have to stick a notice up under every Many a nose in Defiance county when we have a Job to let. Was this a scheme or was it a conspiracy neither of the commissioners will deny that this is not a truthful statement of the transaction. Is there much wonder Why the contractors stand with Clemmer there is not much doubt but what that stanch Democrat Over in Washington township knew a great Deal about the commissioners when he wrote Tho following letter. He knew at least that Clemmer and Miller were in the habit of leaving or. Karst at the Delaware Bend Bridge while the people of Defiance county Are asking so Many questions i would like to have or. Clemmer answer a few for me Why have you taxed Washington township to build better roads and expended the Money in other townships Why have you expended less of the Road fund in our township than any other in the county Why did you leave or. Karst to watch the Delaware Bend Bridge and take or. Miller with you when you sold the Road work in Hicksville township did you think karst knew the most about Bridges or was you afraid he would want a Little of the Money left for our township wily did Vou say when you came Back from Selling Road jobs in your township a a oui township is not getting More then its Anana when you have expended Over $6000 of the Road fund in your township in the past two years since you control the Board and Only a Little Over $400 in ours Are the people of your township urging your election because you pledged yourself at the convention to do As Well in the future As you have done in Tho past did we elect you to serve the people of Hicksville township or the whole people of Defiance county Washington township would like to have you answer these questions before the elec Tlam to tit n h. W. Coy. Or. Coy puts a Strong question when he asks or. Clemmer Why he taxed Washington township to build better roads and then put the Money in some other township. He also puts a stiff one at him when he asks Why he expended 86000 in Hicksville township and Only put 8100 in Washington. That same question might Well be asked by the people of Adams Highland and other townships. The people of Hicksville township do not ask that they be Given More than their share of the Road fund and yet or. Clemmer has done that very thing regardless of the wishes of the people All Over the county. Hohns done so because the people Cor i a not help themselves and because or. Clemmer and or. Miller have a i i. As Little regard for the Peoples wishes in such matters As a Jay lord has for the Robins nestlings. Elias Ridenhour a Stalwart Democrat of Mark township says a i spoke to or. Clemmer about grading the Mark Center Road. He said he would talk to or. Karst about it and if he was willing the work should be done. Or. Karst was willing but or. Clemmer did not do As he agreed to do and i now want to ask him Why he failed to keep his word a Here was a Man who has been struggling for years to reclaim a farm in Mark township. He has to Day a magnificent estate but he has no Road that he can travel in the Winter no Road Over which he could haul a Bushel of potatoes to Market after the Frost and water have taken the Bottom out of the Road Beds. Yet in his Appeal to or. Clemmer he was treated As a child might have been treated he was dismissed with a Promise simply that or. Clemmer might be rid of him. Has Mark township no Road fund Why certainly. Or. Herzer explains the matter very clearly in the questions he asks if the special Road fund is a general fund for the purpose of improving the bad roads throughout the county Why is it that Hicksville township receives the lion share and Mark township that has the poorest roads in tile county can Only have about 80 per cent. Of its share of Road taxes paid in by it and that so per cent put upon roads that Lead to Hicksville or passed some of the Clemmers and Why is it that these Road jobs Are accepted half completed not one of them being done according to specifications Why is it that the Road West from we. Crowds was never completed according to specifications although paid for and a Promise made by both Clemmer and Miller that it should be done of it had to be done at their own expense b. Hejaz be. The people can get Only 80 per cent. Of the fund however and that has been expended Only on roads leading to Hicksville or passed the lands of some of the Clemmers. In fact it has Ell been dumped into roads in the West end of the township. It will be observed that not in a single instance has a complaint been offered because or. Clemmer was expending a surplus on the roads leading to Defiance. Indeed it would not appear from his Road work that he knows that such a town As Defiance is in existence. He does however for we have evidence of that in the regular Way he draws his salary. Or. Herzer puts another very leading question when he asks Why roads Are not completed according to specifications. They Are paid for i it the same and that May be another reason Why the contractors Are All solid for Clemmer. A contractor takes a Job the work is half done and Tho commissioners take it off his bands and pay him full Price. The people net tile commissioners pay for Tho work. Bay you old Farmers who have spent the Price of two or three farms in opening your lands done to you think such work is a Damnable outrage it was or. Miller who said a what do the people of Defiance county care for a Hundred As or. Clemmer is or. Millers official a it will be understood that he heard that remark before he made it himself. Is it any wonder Why the contractors stick to or. Clemmer like a Mother in Law if they can half do their work and get full prices for it that is All Tho explanation that is necessary. That there May be no break in tile Chain of evidence that there May not even be a link missing i recall tile Sale of a Bridge in Mark township. There Fere Many persons on Tho grounds to bid on Tho work but the commissioners did not put in their appearance. Later on they were located in a Saloon at Mark Center where they had sold the work while the out Side bidders were skirmishing around in the Brush listening to a whip poor will concert or acting As Lay delegates to a convention of mosquitoes. At least they were not on the list. There is nothing on the records to show that the commissioners did not after that Days work enjoy a blessed night of rest. They could not Well help it though men inclined to be cynical would probably claim that they merely started a loaf of bread out on Tho Waters that they expected to realize on again when they came up for office. Nor is there any thing to show that or. Karst was not on guard at the Delaware Bend Bridge during the let Ting of this work. The stories told by the Highland township people Are not different from those coming up from other the county. That one regarding the Stewart Gaylord Road is rather the Best. Or. Clemmer took his brother in Law or. Elliott of Hicks Ville township out to look at the Road. While there or. Clemmer was asked by or. L. Davis when the Sale of the Job would take place. Or Clemmer said that it would not be sold until the next week but he added a we must do something for or. Elliott on this Job or the Ottawa Pike As he has had hard jobs All or. Davis did not dream of a county commissioner misrepresenting anything to him and he honestly believed the Job would be sold the next week As stated by or. Clemmer. That same evening or. Clemmer let the Job to his brother in Law at 81.74 per Rod. Now it was not claimed that this Job was advertised. There was not even a notice stuck up at the Mouth of lost Creek that it was to be sold it was unfortunate that or. Clemmers brother in Law had secured none but hard jobs during the summer but that did not warrant or. Clemmer a a sworn official of the county in act ing As he did for if his actions in this particular were not a direct and Wil Ful violation of the Law what were they the Law is supposed to be a Safe guard against All such transactions. He gave the Job to his brother in Law at 81.74 per Rod because his brother in Law had been afflicted with hard jobs during the summer. Yet or. David Hill said in an open card to the Public that he would have taken the Job at 81.50 per Rod and that his neighbor William Fullmer would have taken it at even less Money. Twenty four cents per Rod would have been something of a saving to the people but As or. Miller has said before a what do the people care for a a Hundred however if a member of or. Clemmers family had not been in hard Luck and the people of Highland township had been saved this Twenty four cents per Rod they would not now be called upon to donate Money to gravel their roads. Nor would they have had so much reason to complain if or. Clemmer had not taken their share of the Road fund and put it into his own township. I want to say right Here that if waiter s. Tomlinson is elected commissioner he will not let a Job of grading at 50 cents per Rod when there Are men standing by who will be glad to take it at 35 cents he will not let a Job of Graveling for 81.74 to his brother in Law because he has been in hard Luck when there Are men who Wil take it Tor less than 81.50 nor will he slip around Robin hoods barn to give his brother in Law his cousins his uncles or his aunts or any other relative a fat Job he will not accept a three foot Grade with grass uncovered in the Road he will not accept a Bridge that will not carry a heavy Load without falling Down he will not sell a Job before y a Chance to such a Sale Bridge to by our door before you have learn that there is to be he will not advertise a sold on the grounds where it is to to erected anti t Lien go off to a Saloon and sell it at private Sale he will treat every Man in a Way that is due the people from the commissioners. A the Nom in on Cement of this Campaign the Defiance Democrat printed what it alleged was an interview with or. Tomlinson. There was not one word of truth in it it was indeed a scandalous fabrication from one end to the other. It ascribed sentiments to him that he never uttered it has persisted in that course All during the Campaign it has tried to prejudice the people against him by claiming that he lived near Bryan that All of his interests were in Williams county. As a matter of fact or. Tomlinson has not paid a cent of taxes in Williams county for Twenty years. He has paid it right Here in Defiance. Again it will be remembered that or. By Ruble was elected for commissioner by t he democrats. He lives Oil the same Road with or. Tomlinson but is nearer Bryan than Tomlinson. The la us crat says if Tomlinson is elected he will spend All of the Road fund in building roads to Bryan. Why should to the Farmers of Farmer township have a Pike to Bryan and they have a Pike to Hicksville but the Road to Defiance is one of the worst in the country. They want a Road Down this Way hut How can they Hope to get it while Clemmer is on tile Board and is expending the funds of tile different townships in his own township that is the rub. Or. Tomlinson will pledge himself to work for the Best interests of the tax payers of the county if elected. To is a Man of truth and High character and his word is an Good As his Bond. It will be observed that the j Molt to it has not one word of denial of the charges against or. Clemmer. It has simply taken up space in vilifying or. Tomlinson. On tile other hand this paper Nas not said one thing about or. Clemmer that has not come from the Best democratic authority Iii tile county. Tho letters published last week and republished this week arc from Well known democrats. It would be in keeping with the policy of the Democrat to make a sweeping denial of All the charges made against Clemmer but do not to deceived. What the Republican and express Lias Given the people is reliable. I have been asked Many times by democrats what policy or. Tomlinson would pursue if elected commissioner. At my request to has prepared a statement which is Given below. There is nothing Uncertain in Tho Tono of his letter. It is to tile Point and will be understood by every Man that reads it to Mininn t statement to the people to the people of Defiance count y having been a citizen of this county for Twenty three years and never having owned any property in any other county i cannot help but feel deeply interested in the welfare of Defiance county. Were it not so i would under no circumstances be a candidate for the of ice for which i have been nominated. And while i feel especially interested in the welfare of the West end of the county i feel an equal interest in the Prosperity of the whole county. I do not wish to see the West end of the county taxed to build up the East end neither do i wish to see the East end taxed to build up the West end but that equal Justice be done the whole county. I believe the county Road fund should be honestly and econ Orni Cally expended for the Benefit of the townships from which it was raised. I am not willing thai on a township shall be robbed of one Dollar of its Road fund for the Benefit of any other township neither would i be willing to have any other township robbed. To Benefit us. In All matters of improvement the parties receiving no Especial Benefit should he consulted As Well As those receiving the direct Benefit and a county commissioner should not consider him self a dictator Over the people to say just what they most need in any particular locality but should rather consider the people and consider himself one of the people to look after the interests of the whole people. I leave no pledge to make to any corporation organization society or individual further than to pledge you one and All that if elected to the office of county commissioner i will Endeavor to honestly and faithfully serve you and see that your taxes Are wisely levied and judiciously expended. Tomlinson a letter Speaks for itself there Are two Points Iii it i wish to refer to he does not believe a commissioner should consider himself a dictator Over the people he promises to see that the taxes Are wisely levied and judiciously expended. There Isa great Deal in that. While this letter is a grouping of general facts bearing upon those two Points there Are yet a few things i desire to bring up because they have a direct bearing upon the issues that have come up in this Campaign and Are intimately connected with every link in the Chain. Or. Charles Baker of Delaware township asks or. Clemmer Why the decision of Tho viewers was Sot aside in the matter of a petition to vacate a certain Road in which he Baker and his neighbors were interested when there wore two other roads running parallel to the Road to be vacated within a mile and when Tho viewers Squire Core goo realty and Joe handers decided the people did not need the Road and that it should be vacated a and Why do you aet the opinions of Birch men aside Are they not intelligent men if not Why did you appoint them what use have you for viewers and what is the use of you going to so much expense if you know it All a that is an open complaint against the dictator and a protest against expense the two Points in or. Tomlinson letter that i have brought out. Or. Baker has a neighbor Geo Kint ner who also pretests against the bismark an Rule of or. Clemmer. He was greatly inconvenienced because the Delaware Bend Bridge was not completed in the time specified in tin contract. When or. Clemmer win asked for in explanation he grunted out a we Are running this of course they wore. Or. Miller and his a were running it. Or. Kintner is a heavy t taxpayer Anda courteous answer was due him and in common with Many others he would like to know Why or. Clemmer if he wanted to be recognized As a straight Forward honest gentleman gets so mad and ays off in a passion when asked about Sueh things. Perhaps if or. Kintner could read the answer in Tho stars he might find the secret embodied in the one word the matter in this letter furnished by dissatisfied democrats shows that the commissioners have a tendency to plunge into affairs occasionally regardless of expense. On other occasions they have appeared to plunge in with malice Afore thought. There was the Little matter of Coal bids which is recalled to illustrate this Point. Or. C. B. Squire was asked to put in a bid to furnish the county Coal. He bid 82.80 and or. Dohoney bid 83.05 per ton. Dohoney got tile contract. Now the commissioners report last year shows that 81,440.95 were expended for Coal if the same amount should be expended this year and or. A quire a bid had been accepted it would have saved the tax payers 8362.40. Of course the amount is not Large but it does not take Many such amounts to make a thousand dollars. It was or. Miller who said a what do the people care about a $100 a they have a Chance to answer that question at the polls next week. When the Republican and express Laid this matter before the people the Democrat came out and claimed that the reason Why the commissioners had not considered or. A quire a bid was because his Coal was no account. That was a Loco Leo lie. The commissioners knew his Coal came from the Best mines in the state. Hear or. Miller after he had received his instructions from or. Clemmer a now Charley you keep quiet about this matter and we will allow you to put in a few ear loads of if Hie commissioners had done right in refusing to give or. Squire the contract Why did they want him to keep quiet done to you think the real trouble was that they did not want Tho people to know that they had refused to save them about 8400 on this one Deal alone it certainly looks that Way. There Are Many cases where contracts have been let so unfairly that Tho dumbest Man in the country could not help but see and realize the injustice of the acts of the commissioners. On one occasion or. Clemmer gave a Job to his brother in Law without advertising the Sale at All. He brought this relative Clear across the country to give him the work. But that was not the worst feature in the Deal. He gave the people in the township where the work was to be done to understand that it would not be sold until the next week and yet that very night he gave it to a relative. He agreed to pay him 81.74 per Rod for Graveling a Road when there were men ready and anxious to take the work at less than 81.50 per Rod. The Only excuse that could be offered Foy this dastardly Way of doing business was that or. Clemmers brother in Law had been having hard jobs during the summer and something must to done for him. Is there any Law warranting such actions no sir. How much such work do you suppose has been done in this county several cases have been cited but the True state of affairs will never be known by the people until All transactions of the commissioners have been submitted to a fair and impartial Board a Board that will receive and consider the testimony the people have to offer. Or. Clemmer and or. Miller dare not ask an investigation of their official acts by such a Board because they know it would to suicide for them to attempt to answer the questions that would be put to them before such a tribunal. Thoro is another Point i want to consider for a moment. The Defiance Demi rat appeals to the democrats to vote for Clemmer. It tells them that the republicans will laugh at them of to is Defeated. This is a strongly democratic county arid the republicans have not a word to say about the management of its affairs. But some of Tho Best democrats in the county come to them and said we have got tired of the men who Are holding this county up. If we cannot get rid of them in convention we will get rid of them at the polls. All we ask you to do is to nominate a Good Man for commissioner and we will help elect him. They acted in accordance with that request and nominated Walter b. Tomlinson. He is a number one Man and stands High among the peo pie regardless of political affiliations. If to should be elected it could not be looked upon As a party Victory but a rebellion of honest and conscientious democrats who have tired of the dictatorship of a Little Boss who docs not seem capable of administering Tho affairs of Tho county either wisely or economically. I spoke last week about the salary or. Clemmer was drawing. When the readers looked Back and considered his acts they no doubt considered the amount rather Large. I take up the subject again because democratic speakers Are trying to explain away the Points i raised. The commissioners report shows that or. Clemmer was paid $288.90 for his services in june and july 1887. At $3.00 per Day Ive must have worked Over 96 Days to have earned that amount. In other words he must have put in Over three months work in two months. Now Tho Democrat he that it was mileage amount. Let us see the months of j Une were 52 working Days Day that would Havo speakers claim that swelled the about that. In and july there at $3.00 per amounted to 8156. That would have left $132.90 for mileage. At 5 cents per mile to must have travelled 2658 Miles during tile 52 Days in other words he travelled Over 51 Miles every working Day in june and july 1887 Aud received Over $2.55 per Day in the Way of mileage which when added to the 83.00 would have made Over $5.55 Itiat or. Clemmer received for services per Day in those two months. It will be seen by these figures that or. Clemmer must have travelled on a Hying machine to Havo covered the distances he Cli Arges for. The Law says the commissioners shall hold not More than twelve sessions during the your. They shall be paid mileage then they shall repaid mileage when travelling through the county on official business but is there an intelligent Man in the county who believes that or. Clemmer did really travel Over 51 Miles per Day for 52 Days in june and july 1887. Yet if we must accept Hie figures of the commissioners report As True and if it is True As stated by the democratic speakers that it was tile mileage that swelled or.
