Fortunes hinge on long settled French spoliation claims
On the nineteenth, the President signed a bill sending the 85 year old French spoliation claims to the Court of Claims. The case centers on damages to American commerce by the French near the end of the 18th century and the 1800 treaty that bound the U.S. to assume French liabilities. One claimant, Mrs. Rinaldo Evans, is the daughter of F. M. Shaw, captain of the American brig Fuiler captured by a French privateer. The drive has seen 44 committees, vetoes, and repeated efforts, with Charles Sumner estimating up to 12 million dollars in claims. The court's findings will not be final, but Congress is expected to pay those approved. Gov. Curtin aims to introduce a bill to fund government counsel for the claimants. Years more may pass before resolution, but Mrs. Evans could receive a substantial sum once settled.
