A new postal rule allows fourth class mail to be insured against loss with limits and fees. Indemnity is prepaid by stamps, up to $5 for 3 cents, $25 for 5 cents, or $50 for 25 cents, for mail to the Philippine Islands if loss occurs in U S postal service. An amendment adds insured parcel indemnities effective Sept 1 1915 with separate fee values for different insured amounts.

The Agriculture Department last week released Sept 1 crop forecasts, predicting total wheat output at about 981 million bushels with winter wheat at 650 million and spring wheat at 322 million. Other crops listed include rice 26 million cwt, hay 81 million tons, apples 214 million bushels, and peaches 64 million. The report also cautioned farmers against purchasing low germination imported crimson clover seed and urged testing before planting due to seed quality concerns from war-disrupted French supplies.
