New Allotments Plan For Cotton
The cotton industry and the Carter administration support a new acreage allotments system for cotton growers. The plan would cost about 109 million dollars yearly through 1981, less than the current bill’s cotton provisions. It bases national allotments on domestic and export needs and uses an allocation factor to compute payments for harvested, planted acreage.
