Extradition Plea Denied in Banks Case by California Governor
California Governor Edmund G. Brown Jr denied Alabama’s extradition request for Edward Walter Banks, a 46 year old inmate who escaped from Alabama prison 18 years ago and later served time in California for murder. Banks left Los Angeles County jail a free man and is set to train as a mechanic under a program. The governor’s aide cited a 1960s court ruling on cruel and unusual punishment and noted Banks had a history of offenses but would face limited penalties in most states.

Black Officials Numbers Rise in the South
The Voter Education Project reports blacks increased from 72 to 2,129 officeholders since 1965 across 11 southern states, yet hold only 2.6 percent of 79,000 public posts in 1977. Officials say gains are strongest in city governments while underrepresentation persists.
