SAN LEANDRO The first airing of redistricting plans will place Washington Manor and Mulford Gardens in city government. A public hearing at 8 15 p m Monday will consider two alternate maps to grant the annexed areas one council seat. Incumbents Jack Maltester and William Swift could be drawn into the same district, risking one losing a seat or facing the mayor in an at large race. Council members have yet to take an official public stand.
