Critics attack housing plan in Patterson Ranch debate
Newark planning commission chairman Steve Papinchak and others attacked Fremont planners for a hurried environmental impact review. Singer Housing's Jack Brooks accused the staff of bias, while Commissioner Estrada noted cross‑city effects. Planners postponed action until Newark school funding and facility impacts are reviewed, with Nolte Associates to discuss the report with district staff. An 87‑unit Haley Street project was deemed not to have significant adverse effects, and a use permit plus planned unit development was approved west of Haley Street Mirabeau Drive.

Supervisor fails in bid to change preserve law
Alameda County supervisors defeat Fred Cooper 4 to 1 in a move to renew agricultural preserve contracts for parcels under 1 million acres with taxes under 250 dollars per home. The dispute centers on tax subsidies under the Williamson Act, with opponents arguing equal city and countryside services justify similar tax treatment. Approximately 179000 acres in Alameda County are under preserve contracts, about 75 percent of eligible land, mostly in the Eastern Livermore Valley hills and nearby canyons.
