National bill to insure low income medical costs

Senators Long and Ribicoff propose a federal health bill to replace Medicaid with a uniform national plan. It would insure low income Americans, cover beyond the first 2000 dollars of medical expenses or 600 days of hospitalization, and require insurers to offer affordable policies covering initial hospital and medical costs. The plan faces other proposals and estimates a 3.6 billion annual cost, potentially funded by higher Social Security taxes.

Concerns include wages, insurance resistance to price hikes, and shifts toward outpatient care.
