San Leandro proposes an $11.72 million budget keeping the tax rate at 82 cents per assessed value, while property taxes on the average home would rise about 7 dollars due to an 8.7 percent assessable value increase. It would tap a $2.735 million capital improvement fund to cover the shortfall, and anticipates salary and benefit costs for 500 city employees over the next year.
