Street Degree program boosts Hayward minority college reach
Hayward youths Frank Runse and Jessica Rinces diverged from rough starts to enroll at Chabot College, aided by Beatrice Lovett and a South County war on poverty funded recruitment effort. The program, supported by a $20,000 federal grant and later $50,000, mentors and places high school students in college paths, aiming to counter counselor biases and financial barriers.
