William Knapp, a Columbus garbage dump worker, reportedly gave away most of his $500 monthly salary to the needy during the last three years of his life. Nixon to seek federal aid to ease welfare costs
President Nixon plans to ask Congress for more than 500 million dollars to help states cover rising welfare costs.
