Conferees from the Senate and House approved a 15.8 billion dollar tax cut bill after deferring the controversial presidential campaign financing plan until after the 1972 elections. Nixon opposed the plan and veto threats linger over any full checks off funding. The compromise retains major business and individual benefits while stripping costly provisions Nixon objected to.
SACRAMENTO UPS The California legislature fights to end a record long session over reapportionment and taxes. Gov Ronald Reagan called for adjournment as leaders sought a deal on the first state tax and holding system with ongoing talks on districts. Compromises floated to satisfy Democrats and Republicans include a Democratic Latino district in East Los Angeles and scrapping a West Los Angeles seat. The session, costing over 20 million, stretched to a 333rd calendar day with adjournment likely tonight or Friday depending on votes.
The Senate rejected for a second time a measure creating a regional planning agency for the San Francisco Bay Area. The proposal would give the agency authority over city and county ordinances and allow it to draft regional plans for transportation, open space, environment and parks across San Francisco to Marin counties, with a potential vote in November 1976 to keep it alive.
Hayward resident Jeffrey Robert Keyes, a Moreau High School graduate and seminary student at the University of St. Thomas in Houston, will return home for his sister Kathryn’s wedding and receive his Eagle Scout award at a 7 p.m. Eagle Court of Honor at George Weeks Park. He plans to fly back to Texas after ushering at St. Clement’s Catholic Church in Hayward.

Hayward consultant John Cambus presented a franchise plan to officials advocating reserving at least six channels for public education and local government and directing franchise revenues back into the system to expand public use. The proposal, costing $2,500, omits details on franchise fees and monthly rates.
An 11 year old boy from Ingleside California explains how he stows away on commercial jets, claiming to have done it six times with planes from Los Angeles to Houston and San Francisco. He tells flight attendants he is helped by strangers and ran away from home, saying he wanted to go to Hawaii and describing mishaps, while authorities take him into custody in Houston.
Harry Shaffer 72, author of the San Leandro Centennial history, died yesterday after weeks in Kaiser Hospital Hayward. Born 1898 near Kalehth Merry, he taught across California, returning to San Leandro as Lincoln School principal for 17 years. He authored a history of San Leandro and a pageant titled A Garden Grows in Eden.
President Nixon addressed the White House Conference on Aging pledging a minimum annual income for older Americans and a drive to reduce isolation among those over 65. He promised tax relief, private pension reform, better nursing home care, and broader programs to keep seniors active, with delegates urging $4500 for a couple, and an income measure in welfare legislation awaiting Congress.
