Moses Cotsworth Target of British Columbia Inquiry
Attorney General Bowser warned Moses Cotsworth that he will respond at a convenient season to allegations about his character. The note signals a serious political crisis in British Columbia. Cotsworth, an English accountant and statistician, helped draft legislation for Canada and BC and has long resided in the province since arrival in 1908. He led a 1909 commission to regrade the civil service, later clashing with the government. The Ministerial Association accuses vast tracts of land of being stolen from the people and crown, with records showing no steps to recover lands or punish the despoilers. The attorney general contends that the government must give the speculator a chance.
