The Sawyer County Courthouse will host a public hearing Thursday at 7 p.m. on the Navy Project ELF communications system. Opposing the project is Dr. Craig Kronstedt, ex Navy specialist, and Hayward announcer Harry Thibideau, who promoted a one man campaign. The ELF system aims to reach Trident submarines via an extensive underground antenna network. A transmitter at Clam Lake in Ashland County has operated with extremely low frequency radiation but was shut down since January 1979. Congress funded 5 million dollars for expansion last year, with President Reagan proposing 34 million for R and D but not construction. The Stop Project ELF group, tied to Kronstedt, has linked ELF to the July 1977 storm causing two deaths and 50 million dollars in damages in northern counties.
