Washington assesses the 22nd Congress of the Russian Communist Party in Moscow. Khrushchev wins full support, denounces Albania and Stalinism, and positions himself as a more reasonable leader advocating peaceful coexistence. The West gains time to reassess allied ties while unsure if the congress benefits them or Russia most.
The West questions whether Khrushchev’s apparent pragmatic stance is genuine or a tactic to secure concessions. Concessions risk strengthening communism without conflict, making it harder to gauge how to handle him compared with Stalin. A hoped outcome is a party split with Red China that could push Russia toward the Western camp for future self protection.
