Governor Lawrence plans to urge the General Assembly next week to enact an intangible personal property tax to boost state aid to public schools. He will outline this proposal at a joint session of the House and Senate, tied to recommendations from his education study. The plan would tax stocks and bonds and has roots in a 1950 program, with a six mill rate proposed previously.
