States to bear greater burden in relief loans
Washington dispatch reports that unemployment relief loans will cost states under four percent interest under the New Deal program for the next fiscal year. States may borrow cheaper elsewhere and transfer dole recipients to jobs. If states refuse to cooperate, federal public works may be undertaken, with penalties limited to shirkers rather than all noncompliant states. Roosevelt plans direct federal contracting and technical staffing, not wide contract allocation, while wage scales target construction labor.
