Democratic Plan Faces Revenue Debate in State Budget
State revenues through January run $5 million above estimates, while the end of the fiscal year nears. Governor Lawrence and House Chairman J Dean Polen clash over GOP and Democratic plans to use surpluses, with rural districts favored under the GOP approach and urban districts like Philadelphia and Pittsburgh seeing little. The dispute, rooted in tax board real estate reassessments, hinges on whether surpluses are legally available and how state aid would be distributed across districts.
