Harrisburg Pennsylvania governor Shapp told the Pennsylvania Newspaper Publishers Association that raising taxes now could cover this year's bills but would not stop a looming crisis. He compared government budgeting to business and warned reforms take time while backing a welfare department probe and pledging cooperation with Welfare Secretary Helene Wohlgemuth. He noted he would disclose disposition of his cable holdings within 60 to 90 days.

Government tests show tar from 3 to 31 mg, with 3 percent under 15 mg. industry figures reveal most brands have less tar or nicotine than top sellers Winston and Marlboro. American Brands refused to sign an industry pact, while others foresee little sales impact. The Surgeon General links smoking to cancer and heart and lung diseases, though some industry voices doubt the ads will sway buyers.
Los Angeles AP Charles Tex Watson labeled Manson’s head zombie is being released from Atascadero State Hospital after psychiatrists ruled him insane last October and now find he has capacity for trial. His arraignment will occur in days, with trial deferred until Manson and co defendants finish their penalty case.
