Thousands of Negro and Puerto Rican children and many white sympathizers boycotted New York City schools seeking full integration. About 262,000 pupils participated, roughly 65 percent of Puerto Rican and Black students. 850 schools stayed open despite the action. Pickets outside 300 schools numbered about 2,700, with 2,000 police deployed and 6,000 ready. The protest criticized the Board of Education’s plans for busing and gradual integration over three years. Boycott leaders warned of repeated actions and possible sustained campaigns if demands aren’t met.
Washington AP reports bipartisan forces test strength as the House begins considering amendments to a 10 part civil rights bill. Debate continues with many amendments likely, chiefly aimed at voting rights and banning racial discrimination in employment and public accommodations.
The Warren commission began questioning Lee Harvey Oswald's widow Mrs. Oswald in Washington about her husband by order of Chief Justice Earl Warren. The commission aims to fill gaps in Kennedy assassination chronology and plans no public hearings.
City council begins talks on a proposed 1964 bond issue likely to exceed 200000. Talks may start at tonight's session or soon after, with authorities authorized to float up to 4000 of assessed value. Existing bond issues total 323000, including 1949 and 1959 issues. New funds would cover paving sewer work airport improvements off street parking and a new fire truck.
Of 42 778 total placements by Pennsylvania Bureau of Employment Security local office placed 728. 326 were in non agricultural. Statewide 7 799 more than 1962 and 48 154 more than 1961. Agricultural field set a record with 282 910 farm workers placed. 96 448 veterans total 44 via local office. 94 people tested and 111 counseling interviews conducted.
California and federal authorities investigate mail order liquidation ads that misrepresent bargains. Regulators cite remnant items, counterfeit brand claims, and misleading low prices to lure customers while collecting mailing data. About $11 million in sales were linked to seven L A firms last year, with injunctions issued against at least one outfit.
Viet Cong guerrillas attacked a 180 officer and man detachment at Kontum in the highlands 260 miles northeast of Saigon. Four intruders breached a barbed wire fence as one guard stood sentry. Spec. 4 Dale D. Flinn, 24, of Fowler Kansas, killed a Viet Cong casualty and wounded a U S officer in a fire and grenade assault. Continuous fire sent the attackers fleeing toward the fence. Ewald Peters, chief security officer to Chancellor Ludwig Erhard, hanged himself in Bonn jail while under war crimes suspicion. He helped arrange security for Erhard’s trips to the United States and Europe and was arrested after returning from Rome. Peters faced charges over mass killings of Jews in the Soviet Union during World War II.
The Rev. B. Elton Cox a 32 year old field secretary for CORE urged a flaming self sacrifice at a Chapel Hill rally to protest civil rights abuses. He said he might burn himself if town leaders and UNC officials did not respond, comparing Buddhists immolations in Saigon.
Washington AP report shows US leaders from President Johnson downward wary of Charles de Gaulle’s neutrality plan for Southeast Asia and Red China. Officials fear if he pushes neutralization in South Vietnam, major trouble could follow as 15,000 US troops fight Viet Cong. Johnson notes no specifics from De Gaulle. Military leader Nguyen Khanh pledges intensified operations against Viet Cong.
Space scientists review coded tapes after Ranger 6 failed to image the moon. Six TV cameras aboard malfunctioned during the historic rendezvous, marking the sixth straight Ranger program failure with a total cost around 168 million dollars. Engineers push ahead with Ranger 7 as the next photo mission.
Six weekend traffic crashes in the Corry area left multiple injured including a local attorney. Walter Peake Jr. 39 of 227 East Street is in satisfactory condition at Evie Osteopathic Hospital with facial and head lacerations a deep knee laceration and a broken right collarbone. He was eastbound on Route 97 one mile east of Waterford when his car ran off the highway and struck a large tree. Trooper Elmer Jehnleer reported Peake was unconscious and could not be interviewed. Police estimate his 1962 auto at $2000 in damage. Other crashes sent George C. Sher 25 Townville R D 1 and Thomas McGinnett 21 Spartansburg R D 2 into a head on collision on Route 77 near Spartansburg. Neil O Teed 25 Townville R D 1 was a passenger in the Sherlock car and later transferred to Hamot Hospital in Erie for a ruptured spleen. Sherlock suffered facial lacerations and a broken nose while McGinnett had facial and scalp lacerations and several missing teeth.
In Los Angeles a gunman killed two officers and wounded a police officer as the trio attempted to arrest him in a department store. Cashier Sandro Balsima, 20, stood at the counter during the incident.
Harrisburg AP Internal Affairs Secretary Genevieve Blatt a Democrat long aligned with FDR era politics finds herself at odds with Pennsylvania party leaders over the party endorsement of State Supreme Court Justice Michael A Musmanno for the U S Senate. Blatt says she believed she led for the nomination until Musmanno gained momentum days before the policy meeting as key figures clashed. Senator Clark and former Gov Lawrence shifted positions amid the split, while Clark downplays a leadership power struggle noting a disagreement on who can beat Hugh Scott next fall. Blatt contemplates her candidacy, suggesting earlier declaration might have kept the nod. Continued on Page Five.
Senator Dirksen received treatment for an ulcer and was listed as a patient at a hospital this week. The Republican leader's wife reportedly visited him, and doctors indicated he is recovering.
