Pollution trade offs face society says Penn State economist
University Park Penn State agricultural economist Dr Donald J Epp argues pollution will always exist and society must choose which form it can live with He outlines four trade offs between environmental quality and needs geographic areas within environments and degrees of cleanliness He cites a Pennsylvania city under orders to upgrade sewage facilities to permit swimming and notes a consultant comparing costs to build 10 Olympic sized pools annually He estimates federal cleanup costs at 1052 billion over six years about 175 billion annually and argues two thirds of annual教育 spending could fund cleaner streams and improved communities He warns industries could shift out of state and stresses evaluating which expenditures to make rather than seeking perfect solutions
