Joe Smith, a Philadelphian missentenced to prison for 14 years, received $75,000 in compensation as Gov. Shapp backed the allocation with support from attorney Thomas Foglietta and Sen. Henry J. Cianfiani. Smith, 53, earlier released in 1963 after key witness George Clark recanted, now reflects on a life altered by the crime he did not commit. Clark was killed in a Kensington bar holdup, and Smith hopes to move forward after the lengthy ordeal.
