City school board met after reviewing administration and instruction committee findings. Most teachers continue through the 1924-25 term except where changes are planned. A proposed resolution to suspend teachers who marry during service was tabled, with continuation to page five for further details.
United Press reports that an Ohio coal rate case affecting Pennsylvania and West Virginia shippers will be reviewed by the U S Supreme Court. The court will consider the January decision upholding the Interstate Commerce Commission on reinstating a six-tenths surtax on intra state coal shipments, which the Ohio Public Utility Commission had suspended for alleged out-of-state favoritism.
Washington report notes Rep. Henry Elenbogen of Pennsylvania introduced a bill to appropriate 1.5 billion dollars to extend relief akin to the Abandoned CWA. He criticizes the 950 million velvet appropriation, about 600 million of which remains, as inadequate to meet unemployment needs. States already feel the pinch and more will soon.
Andrey Donaldson Kirwan was acquitted of murder aboard the liner President Garfield. The jury spent under thirty minutes finding him not guilty of stabbing Gillam Ses aboard the ship. Kirwan will return to France with his mother and stepfather, Jean SasH and Paul Du honstet, both prominent vintners.
Autoists are urged to avoid dirt and country roads for a week or two as many are almost impassable. Yesterday the South Center street to Pinchot road saw several stalled cars and a temporary closure. Cinders are being hauled today to keep routes open while other stretches remain in bad condition and only essential travel is advised.
Relief projects in Erie will resume Friday under Supt Ralph S Dewey after a conference with officials of the new works division. All GWA orders are converted and workers reassigned with many returning to CWA jobs. City projects planned last week are expected to resume later this week as N R Dickson coordinates with county officials.
Harrisburg Pa April The state department of public instruction invites 221 retired teachers with 60 plus years in public schools to attend the centennial celebration of the free school system tonight and tomorrow at the education building forum. Platform guests include former state superintendents Dr David J Waller Jr and Dr Fransis B Hass both of Bloomsburg.

Washington April 3 The House Interstate Commerce Committee rejected a substitute stock market control plan proposed by President Richard F Whitney of the New York Stock Exchange. The measure aimed to grant the Federal Reserve Board broader margin control and liberalize existing requirements under the Pletcher Rayburn bill. A later April 8 report described a substitute by Lathrop Withington to place exchanges under a five member presidentially appointed commission with licensing, self regulation, and power to suspend exchanges.
The Interstate Commerce Commission has authorized Public Works Administration loans totaling 9,375,000 dollars to three railroads for maintenance and construction. The Baltimore and Ohio received 4,000,000 dollars for locomotive and freight car repairs and 280 steel freight cars construction.
In MTAMI Florida on April 3 reporters delayed by weather denied rumors that President Roosevelt had fallen ill. Secretary Marvin H McIntyre said radio dispatches indicated Roosevelt was enjoying fishing trips and in excellent health.
Deputy Sheriff Ernest Blunk and jail trusty Sam Cahoon of Lake County were indicted today for aiding the escape of John Dillinger from the county jail. The all-man grand jury, in session three weeks, investigated the Dillinger escape, hailed as the nation’s No 1 public enemy.
Washington April 3 a new permanent air mail bill envisions a non partisan federal aviation commission to certify public convenience for airlines. The House bill modeled on the McCarran measure would set mail rates, remove intertwining directorates, and decide if airlines stripped of contracts may regain mail service.
Rotary Club heard a detailed talk on local relief work by Mrs T J Giblin who has long aided Red Cross relief efforts in Erie County She outlined relief procedures case records and the role of Red Cross Woman's Club and other agencies in meeting needs The meeting drew 21 members Also noted Boston dispatch Franklin D Roosevelt Jr Harvard freshman fined $20 for motor vehicle law violation.
Lord Camrose, British publisher, told the Press in Philadelphia that England will properly settle its war debt to the United States. He said the Europe war scare is baseless, no immediate war is in sight, and expressed hope for disarmament while noting slow pace in shipbuilding.
Council on Monday night pushed four ordinances on first and second readings. A new assistant street commissioner post at $80 monthly was created. Absences by council members levied a $19.50 fine, with reasons required. other measures include taxes on electrical wiring and junk collection, with fines up to $100. Mayor Miller presided as most members attended.
John Dempsey of 245 West Wayne Street has been approved by President Roosevelt to serve as a deputy United States marshal. He will travel to Pittsburgh on Wednesday to take office, to be administered by U S Marshal J Hillary Keenan, and will begin duties immediately after swearing in.
Samuel Insull, 74, seeks to stall extradition to the United States by appealing to a Turkish court of last resort from a prison in Istanbul. Turkish officials say no appeal exists beyond the penal code, and authorities indicate they are prepared to apply the new U.S. Turkey extradition treaty if needed.
Harrisburg April 3 the state treasury showed a cash balance above 74.5 million with 33.05 million in the general fund and custodial funds at 340.496 million. The bond money for the state soldiers bonus totaled 20.689 million, and about 10 million of the proposed 30 million bonus was paid during the last 16 weeks of March.
General W. W. Atterbury, president of the Pennsylvania Railroad, said on April 3 that he believed the National Tubinet Recovery program would bear its own weight. He commented that the plan’s growth and impact would strengthen rail operations and the broader economy as recovery progresses.
Harrisburg April 3 The Public Service Commission ruled six percent is a fair annual return on utilities investments, lowering from seven percent allowed currently. The order directs utilities to file 1986 annual reports before March 31 1081 and sets a plan for study and potential rate revisions to align with the new target. Unanimous by commissioners Herman J. Goldberg and B. S. Stabbecker.
