Rod Kendig of the National Association of Counties urged counties to lead Amer ica's Bi centennial effort. He advised forming citizen committees with schools and historical societies, creating courthouse decorations, and expanding oral history projects in Hood Gray and Randall counties including a new visitor center. He emphasized local action to shape future citizen judgment.
