Congress approves bill doubling unemployment tax and extending coverage

Congress sent President Ford a bill to double the unemployment insurance tax paid by employers and to require states to permanently cover government, agricultural, and domestic workers. The measure, approved 272 to 97 in the House and by voice vote in the Senate, sets a two step increase to 42 dollars per year per employee by 1978 and continues until an 11 billion deficit is erased after 1981. It also conditions permanent state coverage for 7 million local government and 600000 state workers starting 1978, with costs borne largely by states.
