A mild November to February season brought lower heating demand and potential savings for residents. Officials noted higher-than-average temperatures in parts of the period and reduced electric use, tempered by a blizzard in November and cold snaps. The report credits insulation and weather patterns, with utility crews advancing a building project on 19th Street.
