Secretary of State Cyrus Vance said easing U S Cuban relations is under study and a Yankee visit to Cuba could be approved by March 15. Cuban Premier Fidel Castro welcomed the idea as a baseball fan and Yankee management endorsed it. If cleared by the State Department and Bowie Kuhn, the Yankees might play in Havana in early April before the regular season.
