Senate kills capital gains tax break in major tax revision
The Senate rejected a proposed 70 percent maximum capital gains exemption by 43 to 39 as part of a broad tax reform package. The measure would have phased in the exemption based on holding period and faced criticism from Sen. Kennedy who called it a rare reform victory for his group. The bill also liberalizes gift and estate taxes and adds college tuition credits and Olympic athlete tax provisions while projecting a revenue loss of over 11 billion through 1981.
