Carter plans tough energy speech and 120 page plan

President Carter may address the nation in a televised fireside chat on his energy program. White House aides cite a 120 page comprehensive plan to be unveiled before Congress next week with an emphasis on automobiles and a goal to cut gasoline use by four million barrels daily.

ILA Threatens 7 Major Shipping Firms In Labor Drive

The International Longshoremen's Association vows a 12:01 a.m. Thursday strike targeting seven major shipping firms over wages and container handling. The picket could disrupt loading in New York Harbor though military and perishable cargoes will be moved. Amendment on meter fines changes state aid for schools

In Lincoln Nebraska a bill amending LB33 to require schools to pursue 100 percent collection of parking meter fines passed the Senate 25 to 21. Senator John DeCamp said the change forces schools to claim funds constitutionally theirs with fines credited as receivables, potentially seizing $6 million to $7 million.
