President Carter may address the nation in a televised fireside chat on his energy program. White House aides cite a 120 page comprehensive plan to be unveiled before Congress next week with an emphasis on automobiles and a goal to cut gasoline use by four million barrels daily.
The International Longshoremen's Association vows a 12:01 a.m. Thursday strike targeting seven major shipping firms over wages and container handling.
