New York Welfare Check Rule Reduces Unclaimed Aid
New York State requires employable welfare recipients to collect checks at State Employment Service offices and undergo interviews, counseling, or training with possible job placement. Within a month, 18 percent of welfare checks remained unclaimed, officials report. Governor Rockefeller noted the decline in welfare rolls for two consecutive months, suggesting the policy may deter freeloading while not harming legitimate recipients.
