State Welfare Department details a revised system for calculating aid to needy families with dependent children. The May 1 effective formula shifts toward meeting total recognizable needs, with about half of state payments allotted to AFDC families. Approximately 11,000 families gain, 20,000 lose, and 2,500 would be cut off.
