Legislature’s 1925 session yields mixed rural gains and fiscal guards
Michigan farmers and upstate counties won about half of their measures while others favored by rural interests failed. Key actions include highway finance with a two cent gas tax, pay-as-you-go trunk line work, and debt retirement. Bills also redistricted rural areas, tightening representation and curbing municipal bond debt with serial bonds and State Treasurer oversight.
