Eastwood Hills owners seek clarity on who pays what
Eastwood Hills and Strange Addition property owners respond to a Clare Sentinel article. They recount October 9 1946 city engineer Goggin saying water mains cost 300 per lot with 140 for water and 160 for sewer. The city would pay 75 percent of sewer. owners financed water main work and would be refunded later. They note engineering costs estimated at six percent of construction and say certain survey and specification costs fall to city taxpayers, not affected property owners, to keep record straight.
