Congress Looms Over Housing and Labor Bills This Summer

The text notes House action after the July 4 recess on a large omnibus housing bill S. 17651 with new home ownership and rent subsidies, plus public housing and urban renewal. It warns of crippling amendments and urges support for the bill and opponents of amendments. It also covers Occupational Health and Safety Act H.R. 17748 facing deadlocks, calls for grassroots support, and mentions job-creation bills H.R. 12280 and S. 3063. It concludes with planned gun control legislation on registration, interstate bans, and limits on sales to at risk groups.

House approves tax boost and $6 billion in cuts

The bill raises the income tax starting April 1 1968 with a temporary 7 2 percent surtax for higher earners and a five percent rate after June 30 1969. About 17 million low income workers are exempt. Withholding starts July 1, some pay more next April. The measure repeals tax exemption for industrial revenue bonds over $1 million retroactive to May. The fight over the budget cuts continues as conservatives push for deeper cuts while the Johnson administration shields anti poverty programs.
